I know you say “in dos” in the title, but I understand that you’re looking for a way to do it and wondering if it’s the best way.

It’s not a command line tool, but they do have a command version if you really want to use it that way.

I often use the GUI version which is very powerful, very fast and very easy to use.

If you want to use the windows command line (unless you want to download something), you can do it like this:

The first line outputs a list of files to a file named fileList.txt. The second line divides each name in the list into 3 parts: #, “-” and the rest of the name. Renames the command for each of them.

Then use the editor to remove what you don’t need and modify the parts you do. Add “@echo off” as header, save and run.

For things like this, I use the Total Commander rename tool (ctrl+M). Their tool is handy, one too many to count, easy to use, and can also use regular expressions and templates if needed. Oh, and of course it gives you a preview before making any changes.

This is the third or fourth question I answered by recommending Total Commander… I should get a commission from them 😉
